What should I do?

For about a year now, my so called "friend" has been makeing fun of me, making me cry, scareing me, and hurting me! I really don't know what to do with him but he is always really mean to me. I never say anything to him, don't hurt him in any way ... i'm actuailly really nice to him ... i help him, give him things ... i dont know what to do. He does all this on purpous and when i cry, get upset, or hurt ... he laughs! And I can NEVER trust him! He is ALWAYS lieing! Even about things that are super important. He always calls my house and askes me if i wanna come to his house and hang out, and when i get there, he makes me blead! He has been one of my best friends for about 10 years now but i really dont know what to do about him.
